Cookie Policy

This policy explains which cookies and which local storage mechanisms are used on this site, for what purpose, and how they can be managed. This document supplements the Privacy Policy and must be read together with it.

The Site Operator

The site is operated under the brand “HQ,” behind which two legal entities operate: HQ-SOLUTIONS S.R.L. (CUI RO16288296, Reg. Com. No. J40/2535/2017, share capital 50.000 RON) and IT USER DESK S.R.L. (CUI RO46446819, Reg. Com. No. J40/13131/2022, share capital 1.000 RON). Shared registered office: Str. Episcop Chesarie nr. 15, Tronson E, Parter, Sector 4, București. Telephone: +40 314 257 888. Email: office@hqsolutions.ro. With respect to the personal data collected through this site, the two entities are joint controllers within the meaning of Art. 26 of the GDPR.

What Cookies and Local Storage Are

Cookies are small text files that a website may place on the visitor’s device (computer, phone, tablet) when the visitor accesses the site. They allow certain information to be retained between visits or between the pages viewed, for example a preference expressed by the user.

Local storage (localStorage) is a similar mechanism, made available by the browser, through which the site can keep small pieces of information directly in the visitor’s browser. Unlike cookies, this information is not automatically sent to the server with every request; it remains, in principle, in the browser.

Both cookies and local storage can be deleted by the user at any time from the browser settings.

The Categories Used

The following categories are contemplated on this site:

  • Strictly necessary / preference — these are indispensable for the basic functioning of the site or retain a preference expressed by the visitor. At present, the only element in this category is a local storage indicator that retains the visitor’s choice regarding analytics cookies (acceptance or refusal), in order to honor it and not display the banner again. These elements do not require consent, being necessary for the correct functioning of the site and for recording the expressed preference.
  • Analytics / performance — these allow measurement of how the site is used, through Google Analytics (GA4), loaded via Google Tag Manager. This category is enabled solely on the basis of the visitor’s prior consent: by default it is disabled, and the analytics tool does not collect data and does not place analytics cookies until the visitor clicks “Accept.” Refusal leaves this category disabled, without affecting the use of the site.

Google Analytics (GA4) — _ga, _ga_* Analytics / performance — enabled only with consent Measures use of the site. It is loaded via Google Tag Manager and, through Consent Mode, remains disabled by default; it places analytics cookies only after the visitor clicks “Accept.” On refusal, no analytics cookies are placed. Determined by Google: typically up to 2 years from the last visit (only after consent has been granted).

The inventory above will be updated if new tools are added or if a technical check identifies additional cookies placed by the hosting provider.

Consent

On the first visit, the site displays a banner regarding cookies, with equal options to accept and to refuse. The choice is stored locally, so that the banner is not displayed again, and it directly governs the analytics tool: “Accept” enables it, “Refuse” leaves it disabled.

Cookies and mechanisms strictly necessary for the functioning of the site do not require consent. By contrast, web analytics tools (Google Analytics) are enabled solely after obtaining the visitor’s prior consent and may be refused without affecting the use of the site. Consent may be withdrawn or modified at any time, just as easily as it was given: from the “Cookie settings” link located in the footer of every page, which displays the banner again. Withdrawal stops further collection, and refusal or withdrawal does not affect the functioning of the site.

How Cookies Are Managed or Disabled

Most simply, the choice regarding analytics cookies can be modified or withdrawn at any time from the “Cookie settings” link located in the footer of every page, which displays the banner again. In addition, the visitor can control and delete cookies and local storage data directly from the settings of the browser used. Any modern browser allows the viewing, blocking, and deletion of this information, as well as the reconsideration of the expressed preferences.

  • Deleting existing cookies and site data from the browser’s history or privacy settings.
  • Blocking cookies, entirely or selectively, from the browser settings.
  • Configuring a notification to warn before a cookie is placed.

Refusing or deleting the elements used by this site does not prevent it from functioning: the site remains usable. The only practical effect is that the element retaining the choice regarding analytics is deleted, and the cookie banner is displayed again on the next visit.

Connection to the Privacy Policy

The processing of personal data, the rights of the data subject, the legal bases, the recipients, and data transfers — including any transfer of technical data outside the European Economic Area by the hosting provider, on the basis of appropriate safeguards — are detailed in the Privacy Policy, which supplements the present document.
